Steven Seagal is back to break bones and take names in this primitive yet effective tale of honor among thieves. This time around, the Big Guy (who also wrote the script) is a member of the International Drug Task Force bent on avenging the death of his partner by an up-and-coming Balkan mobster with a penchant for barely clad female henchmen. As the resulting bodies begin to block the flow of Eastern European traffic, Seagal receives unexpected help in his vendetta from an older gangster repelled by the new wave of crime. Lauro Chartrand, a former stuntman making his directorial debut, relies a little too heavily on swooshing camerawork and stuttering edits, yet still manages to deliver a fair number of inventively staged action sequences, anchored by the strange yet undeniable charisma of his leading man. Seagal may be settling into his autumn years--these days, the husky star doesn't so much move during fight scenes as draw thugs into his gravitational pull--but he still knows how to bring the pain. --Andrew Wright
